Well, the column "Epoch" contains the mean epoch of the position, which would be the date of observation if only one observation has been made (the source is present on a single plate). Several observations being made for each source, the "Epoch" column is the mean of the different dates of observations.

You asked about downloading the GSC 2.2 catalogue from CDS. The files we use here are dedicated compressed binary format probably not suitable for MaximDL.
There are versions of the catalogue which are easier to download and probably more appropriate :

If you want to make dedicated queries to large catalogues, we have a series of scripts in the cdsclient package :
